The Muskie School of Public Service graduate program in Policy, Planning and Management at the University of Southern Maine invites applications for The AVANGRID David Flanagan Endowed Professorship in Public Policy, beginning September 2, 2025.

The successful candidate should be an experienced educator in public policy with the ability to teach a variety of courses online and in-person in our Master's in Policy, Planning and Management (MPPM) program. Examples of teaching areas include sustainability, energy policy, climate adaptation, governance and public policy, and applied data analysis. Teaching expertise in allied areas will also be considered. This is an on-campus position, which will include in-person and online teaching modalities.

Applicants are expected to work with students, mentor junior faculty, facilitate collaborative teaching, and develop and maintain a research agenda focused on sustainability, energy policy, and climate adaptation with significance to Maine. The holder of this professorship will foster collaborations across the University, academic field, professional community, and industry. In addition, they will engage in outreach to the broader community through an annual symposium, lecture or other public event(s), and publications. They will work closely with the Maine Graduate and Professional Center to develop cross-collaborative teaching and research between Maine School of Law and University of Maine Graduate School of Business and other University of Maine campuses.

This position comes with an attractive package that includes a competitive salary of $120,000 annually, an Endowed Professor stipend of $10,000/year, a summer research stipend and graduate assistant in the first year, and a two-course teaching load per semester. Candidates must reside within commutable distances from the USM campuses. This requirement is essential for the ability to participate in supporting and building upon our university culture of "student focused every day" and allows for regular participation in on-campus activities, meetings, and fulfills the responsibilities of the role effectively.

The program in Policy, Planning and Management (MPPM) at the Muskie School is comprised of active and engaged faculty who are committed to strong teaching, involving students in applied research and a leader in providing public service, policy, planning and public and nonprofit management education for the region and nation.

The Edmund S. Muskie School of Public Service engages in education, research, and public service, dedicated to educating leaders, informing policy and practice, and strengthening civic life. The School combines nationally recognized research programs with graduate degrees in Public Health (MPH), Policy, Planning, & Management (MPPM), and collaborates on a doctorate in Public Policy and Education Leadership. It also offers bachelor's degrees in Geography-Anthropology (GYA), Public Health (BPH), and Tourism & Hospitality (TAH). The Muskie School engages in cross-disciplinary opportunities through the Maine Graduate & Professional Center, which brings together programs in business, law, policy, and public health. This position will have many opportunities to develop cross-collaborative teaching and research with faculty at the Maine Graduate and Professional Center.

Required Qualifications:

  • A Ph.D. in Public Policy, Economics, Sustainable Planning, or a related field
  • A minimum of 8 years of teaching, research, and service experience in the field.
  • Demonstrated effective teaching, dedication to scholarship and engaging students in research or translating research into practice.
  • Effective written and oral communication skills.
  • Demonstrated potential to engage professional community and enhance external profile of the program.
  • An established record of scholarship
  • An earned doctorate and a record of teaching and scholarship previously recognized with appointment as a tenured full professor or scholarly accomplishments to warrant appointment as tenured full professor at USM.
